The intention of this webpage and its sub-pages is to provide relevant stakeholders, including project proponents and direct access accreditation seekers, with information regarding the Green Climate Fund (GCF), the role of Trinidad and Tobago’s NDA and to provide an outline of the requirements pertaining to the activities that the NDA is mandated to carry out in its relationship with the Fund.
Access to international financing is critical to contributing to the objectives of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement and achieving the sustainable development goals of Trinidad and Tobago. The GCF is the largest fund in existence solely dedicated to climate change, but like other small island developing states (SIDS), Trinidad and Tobago is still facing specific challenges and constraints in accessing available resources. As a SIDS, Trinidad and Tobago is disproportionally vulnerable to climate change impacts and other external shocks and is facing significant capacity constraints, all of which constrain the island’s ability to respond adequately to challenges posed by climate change.
Trinidad and Tobago’s current climate change priorities are centred around its Nationally Determined Contribution (NDC) under the Paris Agreement under the UNFCCC. Trinidad and Tobago’s NDC aims to achieve a reduction in overall emissions from the three sectors by 15% by 2030 from Business as Usual (BAU), which in absolute terms is an equivalent of one hundred and three million tonnes (103,000,000) of CO2e. Based on Trinidad and Tobago’s NDC, which is solely mitigation-focused, Trinidad and Tobago outlined a need for financial aid that was estimated at USD $2 billion over the period 2017 – 2030 to fulfil its mitigation target by 2030. The country’s climate change priorities are informed by other policy documents, such as the National Climate Change Policy (NCCP), the National Environmental Policy (NEP) and the Carbon Reduction Strategy (CRS). The NCCP highlights that Trinidad and Tobago is committed to pursuing a low-carbon development path, consistent with the principle of sustainable development.
Trinidad and Tobago, through its NDA and GCF Country Programme will be approaching the GCF for climate finance to support the implementation of climate action in line with national policy documents. The following sections outline the information that will support the access to climate finance from the GCF and implementation of climate action.
It is important to note that given that the GCF is a relatively new fund, a number of policies and requirements are being continuously reviewed. In light of this, users of these guidelines should note that several policies may evolve as the Fund becomes more mature.
